AWP178: WTO+ commitments on services in Asian PTAs: The role of regulatory homogeneity and goods trade complementarity [https://artnet.unescap.org/publications/working-papers/wto-commitments-services-asian-ptas-role-regulatory-homogeneity-and]
This paper [https://artnet.unescap.org/publications/working-papers/wto-commitments-services-asian-ptas-role-regulatory-homogeneity-and] looks at the role of applied services regulations in accounting for WTO+ commitments on trade in services in preferential trade agreements (PTAs) among Asian economies. The empirical findings suggest that Asian trading dyads with regulatory frameworks that are more similar and more trade-restrictive tend to undertake higher levels of WTO+ commitments on services in their PTAs. There is also evidence in the results for such WTO+ commitments being driven by goods trade complementarities, alluding to the importance of supply chain dynamics in the region. Such results support the hypothesis that the heightened “servicification” of production generates a greater demand for lower services input costs and for certainty against possible new and disruptive services barriers.

APB52: United States and the fight against climate change: A greater role for the US EXIM Bank? [https://artnet.unescap.org/publications/policy-briefs/united-states-and-fight-against-climate-change-greater-role-us-exim-bank]
The future of the Export Credit Agency (ECA) of the United States, the US Export Import Bank (EXIM Bank), has been a controversial subject for the past presidential terms as proponents and opponents have been unable to agree on whether the EXIM Bank actually promotes US exports and generate American jobs. Of particular interest is the question of the environmental impact of the credit granted. In this policy brief, the authors examine the political complexity behind the role of US EXIM Bank in promoting climate compatible development in the past decade and offer insight into its potential future contribution to climate related actions.

Econometric analysis performed for this paper suggests that Pakistan is likely to import more from trading partners that have a larger manufacturing sector relative to their GDP for the majority of product categories. The impact is stronger for processed products. This implies a higher risk of import dependency and associated competitive pressure from imports on manufacturing activities within Pakistan.

Digitalisation and the expansion of the digital economy – the convergence of fixed, mobile and broadcast networks, the increasing connectivity of devices and objects, and the changes in social interactions and personal relationships that these developments bring about – are reshaping the manufacturing and services sectors in Emerging Asia. These impacts are seen in the emergence of new ways of doing business and effects on trade and productivity trends. Policy makers in the region seeking to foster the continued responsible development of digitalisation should consider addressing trade restrictions, particularly those affecting trade in services; barriers to investment in the digital economy; the need for the development and reform of physical and regulatory infrastructure; and labour market and social challenges. Optimal policy strategies are likely to differ by country across the region.

ARTNeT secretariat congratulates our advisor Dr. Biswajit Nag who was appointed a Professor of Economics at the Indian Institute of Foreign Trade (IIFT), New Delhi. Biswajit has been involved in empirical economic research for close to two decades in addition to have taught both in India and overseas. Dr. Nag has completed number of projects for Government of India and international agencies such as UN, World Bank, Asian Development Bank, WTO, DFID etc. As one of ARTNeT advisers, he has been a regular contributor to ARTNeT conferences and research initiatives. His current research interest covers areas of International Production Networks, Global Value Chains, Trade in Services, Regional Trade Agreements, Trade and Development etc. He is well known for developing sector based strategies in accessing international market. Dr. Nag is currently working on Trade and Technology with a focus on firm’s ability to absorb new technology and accelerate its involvement in International Trade. He is also conducting research on technology integration and employment in Indian exportable sector.
