Recent event: Fifth Asia Pacific Trade and Investment Week (30 October - 3 November 2017; Bangkok) [http://www.unescap.org/events/fifth-asia-pacific-trade-and-investment-week]

The Committee was one of the main events held during the Fifth Trade and Investment Week [http://www.unescap.org/events/fifth-asia-pacific-trade-and-investment-week] convened by ESCAP and partners from 30 October to 3 November. The week featured five side events including a high-level dialogue on safeguarding multilateral trading systems for sustainable development, in preparation for the WTO Ministerial Conference later this year. Youth and the digital economy will define the future of the trade and investment landscape in the Asia-Pacific, so for the first time, the week also provided a platform for young entrepreneurs to share their views on trade and investment policies for sustainable development.

The report [http://www.unescap.org/publications/APTIR2017] sent a strong message that trade and investment are powerful engines for growth and sustainable development but ‘business as usual’ policies are not sufficient to address the three dimensions of sustainable development effectively. The report also emphasized that cutting trade costs and deepening regional cooperation are key to ensuring the benefits of trade and investment can be shared across the region.

This report [http://www.unescap.org/publications/trade-facilitation-and-paperless-trade-implementation-asean] presents an analysis of the results of the United Nations Global Survey on Trade Facilitation and Paperless Trade Implementation for ASEAN countries. The Survey, conducted between January and July 2017, provides information on the implementation of selected measures under the WTO TFA, as well as on the implementation of innovative, technology-driven measures aimed at enabling trade using electronic rather than paper based data and documentation - otherwise referred to as “paperless trade”. The 2017 Survey also covers specific trade facilitation measures targeted at small and medium enterprises (SMEs), the agricultural sector and women.

Publication: Digital and Virtual Currencies for Sustainable Development [http://www.unescap.org/resources/digital-and-virtual-currencies-sustainable-development]

Despite operating inefficiencies and security concerns, digital currencies are becoming a popular method of payment around the world. Digital currencies are not only the domain of developed nations. They also offer opportunities for developing countries pursuing sustainable development. Digital currency can allow for cheaper and more efficient money transfers, thereby alleviating global remittance costs. In addition, digital currency can foster favorable conditions for e-commerce, promote entrepreneurship, and facilitate small-scale international trade. With the spread of mobile banking technology, digital currencies may also, by lowering the costs of money transfers, contribute towards greater financial inclusion. As digital currencies gain traction throughout developed and developing nations alike, it will be a government imperative to explore how best to take advantage of their development.

Publication: Artificial Intelligence in Asia and the Pacific [http://www.unescap.org/resources/artificial-intelligence-asia-and-pacific]

Frontier technologies could have significant positive impact for society and the environment. For example, data suggest that improved application of information and communication technologies to smart grids and transportation will reduce carbon emissions by an estimated 4.5 billion tons by 2020. This paper reviews the status of a specific frontier technology, artificial intelligence (AI), in the Asia-Pacific region and discusses the policy implications. The paper points out that a new “frontier technology divide” should be the primary concern for the region. Advanced or large economies in the region are embracing and investing in AI at astonishing rates. There is a risk that developing countries could get left behind. This paper also highlights the “trust deficit” as a key issue to tackle. Data is the fuel for AI development. In this data revolution, policies that address data trust between governments, private sector, civil society and citizens will be fundamental to AI’s evolution.

The drafting of the Handbook [http://www.unescap.org/resources/handbook-negotiating-development-oriented-intellectual-property-provisions-trade-and] on Negotiating Development Oriented Intellectual Property Provisions in Trade and Investment Agreements was guided by the objective of supporting Asia and the Pacific economies in reaching successful and sustainable outcomes in trade agreement negotiations that involve intellectual property. To accomplish this objective, this Handbook introduces the multilateral intellectual property system and explains the trends for additional intellectual property protection in international trade and investment agreements.

The Symposium on Preferential Trade Agreements and Inclusive Trade is organized by ARTNeT Secretariat at ESCAP in cooperation with ECA and ECLAC as the three regional commissions partnered in the implementation of the project addressing issues of inclusive trade and preferential trade agreements (read more about the project here [http://www.unescap.org/projects/enhancing-contribution-preferential-trade-agreements]). The objective of this Symposium is to a) disseminate major findings arising from the research and capacity building components of the project, b) provide a platform for a multistakeholder dialogue about possibilities and limitations faced by policymakers, negotiators, producers and consumers with respect to achieving more inclusive sharing of benefits from preferential trade agreements, and c) launch the portal for online training and as an open source of data, tools and information on this and related topics.

Upcoming event: ARTNeT capacity building workshop on “Empirical trade analysis: Trade and welfare effects of trade facilitation and aid for trade” (18-21 December 2017; Bangkok) [http://www.unescap.org/events/wtoescap-13th-artnet-capacity-building-workshop-%E2%80%9Cempirical-trade-analysis-trade-and-welfare]

This workshop aims to familiarize participants with state-of-the art structural gravity estimation techniques using STATA. The focus will be on calculation of ad valorem equivalents of trade policy measures, with applications to trade facilitation and aid for trade. The workshop will also introduce participants to counterfactual analysis of the welfare effects of trade policy measures based on gravity results. Whenever possible the workshop will incorporate hands-on sessions giving participants sufficient opportunities to explore existing public databases and tools.

Recent event: South Asia Economic Summit X (14-16 November 2017; Kathmandu) [http://sawtee.org/saes/]

The Tenth South Asia Economic Summit X was held in Kathmandu, Nepal from 14-16 Nov 2017. It was organized by SAWTEE [http://sawtee.org], an ARTNeT institutional member, and the National Planning Commission and the Ministry of Commerce of the Government of Nepal. The theme of the SEAS X was “Deepening Economic Integration for Inclusive and Sustainable Development in South Asia”. Over 250 persons, including representatives from all eight South Asian countries, participated in the Summit. The Summit comprised four plenary sessions and 14 parallel sessions.

Launched in 2008, the South Asia Economic Summit ( SAES [http://sawtee.org/saes]) is a premier regional platform for discussing and analysing economic and development issues and challenges facing South Asian countries, and advancing the cause of regional integration and cooperation. Envisioned as a Davos-like event in South Asia, the SAES brings together stakeholders from the government, private sector, research/academic community, and civil society to generate innovative and actionable ideas for consideration by the region’s policymakers and the South Asian Association for Regional Cooperation (SAARC). As the world’s leading event connecting women entrepreneurs to buyers, investors and other partners, SheTrades Global will be featured at the 2018 International Business Festival, which is a major global festival of trade and investment held every two years in Liverpool. The Festival attracts industry leaders, international delegations and companies from across the world looking to expand their trade footprint.

The 2018 edition of SheTrades Global will highlight four sectors – beauty and wellness; IT and business-process outsourcing; textiles and apparel; and tourism. Women entrepreneurs are encouraged to submit their applications by 31 December 2017 to be considered for participation. Applicants should provide their company and personal information, and select the products and services they are interested in selling and/or buying. Nepal [http://www.intracen.org/publication/NTM-Nepal/]: Inadequate export quality infrastructure is seriously affecting Nepalese exporters. Half of 577 surveyed companies in Nepal (exporters, producers, logistics providers) face difficulties in proving compliance for buyer requirements, due to inadequate testing and certification bodies. The report recommends strengthening Nepal’s quality and customs infrastructure, better engagement with India for transit and trade facilitation, and enhancing the export production capacity of small businesses. Philippines [http://www.intracen.org/publication/NTM-Philippines/]​: Trade rules and procedures pose challenges for 73% of surveyed businesses in the Philippines, according to ITC interviews with over 1000 exporters and importers. The survey results offer the Philippine government to address non-tariff measures in the domestic business environment, based on detailed analysis of challenges across many sectors and markets. The report recommends strengthening the inter-agency National Committee on Trade Facilitation to align and sustain trade facilitation efforts. Priority should go to lowering firms’ expenses for conformity assessment requirements; streamlining customs clearance procedures; and streamlining procedures for export licenses, permits and certificates of origin.
