Is trade policy being effectively used to curb drinking and smoking? Evidence from ASEAN (ESCAP Trade Insights: Issue No. 21) [http://www.unescap.org/resources/trade-policy-being-effectively-used-curb-drinking-and-smoking-evidence-asean-escap-trade?platform=hootsuite]
Raising consumer prices is widely recognized to be the most effective public health policy. Price increases can be achieved through conventional excise taxes, as well as through trade policy through, for example, tariffs. However, trade policy under the guise of public health concerns may also be used to protect domestic producers from foreign competition. This commentary examines the prevailing trade policies in ASEAN and looks at its efficacy at reducing alcohol and tobacco consumption. The findings are mixed, suggesting that both public health concerns and protection of local industries are evident.

During the three-day forum, country and civil society representatives, academics, business representatives and development agents from across the region advanced the dialogue on the readiness of the region to identify specific resilience capacities needed to effect the transformations envisioned in the 2030 Agenda, with civil society underscoring the need to redefine resilience by placing people’s priorities at its centre.

AWP179: Corruption and the business environment in Viet Nam: An exploratory survey [https://artnet.unescap.org/publications/working-papers/corruption-and-business-environment-viet-nam-exploratory-survey]
This paper [https://artnet.unescap.org/publications/working-papers/corruption-and-business-environment-viet-nam-exploratory-survey] examines the effect of corruption on the business environment in Viet Nam. Our survey of firms operating in Viet Nam suggests that corruption is perceived as the most severe business constraint for their operation. Also, corruption has a significant negative association with the overall satisfaction of the business environment in Viet Nam. Such results support the hypothesis that corruption has a “sand the wheel” effect on firms’ business activities. While this paper sheds light on the importance of corruption, it would be useful to conduct follow-up studies to examine corruption and its impact in more detail. Such studies could be conducted in those segments that most severely suffer from corruption according to our survey, i.e., medium-sized enterprises, hotel/restaurant and construction sectors, Hanoi based, and Vietnamese owned firms.

Globalization created wealth and improved standards of living and promoted convergence of incomes across economies. Yet, globalization’s benefits have been seen as heavily tilted towards multinational corporations (MNCs). It is perceived that this was enabled by the rules of global trade which are stacked against small and medium-sized enterprises (SMEs). Today’s global agenda on greater inclusion is meant to remedy the disadvantages faced by small firms.

The Statistical Society for Foreign Economic Relations and Trade of Shenzhen, an ARTNeT member, together with Shenzhen Municipal People’s Government, co-hosted a visit of ESCAP during 12-14 April 2018. The Executive Secretary of ESCAP took this opportunity to meet the representatives from business sector, civil society, academia, and the Shenzhen Government. In-depth discussions with stakeholders were hold on topics including 2030 Agenda for Sustainable Development, frontier technology, the Belt and Road Initiative, smart city development, high-tech science parks, among others. Through information sharing and mutual learning, the visit inspired further and new collaborations.

Funded by the Government of Finland, the course will provide participants with the empirical tools needed to assess the impact of trade and trade-related policies on poverty and income distribution. In addition to strengthening teaching and research capacities in participants' countries, the course aims to support governments in the design of pro-poor trade policies conducive to the attainment of the Sustainable Development Goals.
