Tackling Agricultural Trade Costs in Asia and the Pacific [http://www.unescap.org/resources/tackling-agricultural-trade-costs-asia-and-pacific-0]

This report reviews agricultural trade costs in the region and presents data on four major cost components that drive them: Tariffs, non-tariff measures, trade procedures, and transport and logistics. An empirical model of agricultural trade costs is also estimated to examine the impact of various policy and other factors. The results confirm that trade facilitation, including paperless trade, is an important policy tool to reduce agricultural trade costs. Policy makers may utilize the recently adopted Framework Agreement on Facilitation of Cross-border Paperless Trade in the Asia and the Pacific to coordinate efforts in this area and developed harmonized and interoperable paperless trade systems for agricultural trade facilitation.

The steering group holds its fourth meeting to continue carrying out its mandated tasks, in particular preparing a draft road map.

CALL FOR CIVIL SOCIETY PARTICIPATION

The United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is convening the Asia-Pacific Forum on Sustainable Development (APFSD) 2018 in Bangkok on 28 - 30 March 2018.

This is the fifth year of the APFSD. Each year, it is organized as an inclusive inter-governmental forum in line with UN resolutions. Civil society organizations (CSOs) are invited to contribute to the regional development agenda and make recommendations.

Since its inaugural session in 2014, the APFSD has brought governments, civil society, the private sector and other stakeholders together in preparing for the High-level political forum on sustainable development (HLPF). This year, the HLPF will be organized from 9 to 18 July 2018 at United Nations Headquarters, New York, to be held under the auspices of the Economic and Social Council.

Remembering Professor Rina Oktaviani

The ARTNeT community is deeply saddened by the loss of Dr. Rina Oktaviani, Professor at the Economics Department at the Faculty of Economics and Management, Bogor Agricultural University (IPB) who passed away on 21 January this year.

At the time of her death, Rina was standing for election for Rectorship of the Bogor Agricultural University which, in its 50-year history, has never been led by a woman. Rina was eager to compete for this prestigious yet challenging position and had clear ideas and vision for important changes and international collaborations she would have liked to see introduced.

Rina was born 23 October 1964. She graduated with a BSc degree in Agribusiness in 1987, and a Masters in Agricultural Economics in 1990, both from IPB. She later completed her doctoral studies at the University of Sydney and received her doctorate in 2001 with a focus on International Trade and Economic Policy Analysis. She became a professor in International Economics at IPB in 2010. Since 2014 she was at the helm of the International Trade Analysis and Policy Studies (ITAPS), a research unit under Faculty of Economics and Management, IPB. She had also headed the International Economics, Industry and Development Division of the Economics Department at the IPB from 2009. Rina was also previously the head of the Economics Department, Faculty of Economics and Management (2005-2009) and the head of Agricultural Economics and Resources, Faculty of Agriculture (2000-2005).

Rina had been active in the ARTNeT community since the early years of its inception. She was a well-known expert in Computable General Equilibrium (CGE) modeling, especially its applications to agricultural issues, and contributed to development of the capacity building programme in this area under ARTNeT. She contributed to many regional capacity building programmes, including one with the WTO on agricultural trade negotiations. In addition to contributing her own research through ARTNeT, and publishing in academic journals and books, she selflessly helped improve domestic analytical capacity by reviewing other researchers’ and institutions’ work. She regularly reviewed and contributed feedback to ESCAP’s Asia-Pacific Trade and Investment Report (APTIR).

The ARTNeT community will greatly miss her guidance, humility and contributions. Our deepest condolences to Rina's family, IPB staff, and her students.

AWP177: South-South cooperation in the era of Global Value Chains: What can China offer? [https://artnet.unescap.org/publications/working-papers/south-south-cooperation-era-global-value-chains-what-can-china-offer]

China is a success story of inclusive trade growth as a result of its participation in Global Value Chains (GVCs). It is in transition from a processing and assembly hub towards an innovation centre, and is becoming a regional supplier of research and development (R&D) intensive parts and components. The infrastructure projects under the Belt and Road Initiative (BRI), a quasi-regional trade arrangement, are helping to improve regional connectivity and production linkage, but Chinese manufacturing also bring shocks to local production and employment. To achieve the full potential for job creation through production linkage with China as well as to buffer the shocks, BRI countries may consider a special customs regime to help build labour-intensive assembly and processing manufacturing.

AWP176: Is world trade becoming more regionalised? [https://artnet.unescap.org/publications/working-papers/world-trade-becoming-more-regionalised]

The proliferation of RTAs is a central feature of the world trade policy environment in the last 20 years. This paper [https://artnet.unescap.org/publications/working-papers/world-trade-becoming-more-regionalised] provides an empirical study of the extent to which the formation of RTAs has changed the distribution of world goods trade among trading partners. To do this, it constructs a new measure, an index which measures the extent of bilateral trade between pairs of countries in each year. On average for the world economy this measure does not increase over the sample period 1981 to 2016. To study the impact of RTAs on the pattern of bilateralism in detail, we use a fixed effects regression model of countries for a panel dataset for countries in the Asia Pacific region. The evidence that the proliferation of RTAs has changed the country distribution of world of trade is very weak.

ABR34: Straight talk on trade: Idea for a sane world economy [https://artnet.unescap.org/publications/book-reviews/straight-talk-trade-idea-sane-world-economy]

In Straight Talk on Trade, economist Dani Rodrik discusses the danger of hyperglobalization – when the rapid expansion in world trade reaches beyond the boundaries of what the global political economy can sustain. He argues that the imbalance between economic integration and global governance is a root cause of many problems that the world faces today. The loosely structured yet insightful book is a collection of some of his recent essays on economics, politics, democracy and global governance. In these essays, Rodrik expounds many unconventional ideas across multiple disciplines that could lead to a healthier world economy.

Of the world’s 7.6 billion people, more than 4 billion are at a disadvantage in terms of health, education or economic opportunities only because they are young, a woman or both. This is everyone’s loss: the economic, social and legal obstacles hindering their well-being also limit their contribution to making the world a better place for all. The international community has a roadmap to empower women and youth, enshrined in Agenda 2030. But progress has been slow. The 2018 Global Forum on Development will take stock of the progress to date, and debate how policies can keep the promise of unleashing the power of women and youth as critical agents of change.

ARTNeT, in collaboration with ESCAP and Think Tank and Civil Societies Program ( TTCSP [https://www.gotothinktank.com/]), University of Pennsylvania, co-organized a 2018 think tank index report launch event “Why think tanks matter? Fostering cooperative research through networking” on 30 January 2018 at UNCC, Bangkok.

The Global Go To Think Tank Index is the result of an international survey of several thousand scholars, public and private donors, policymakers, and journalists who participated in ranking more than 7000 think tanks using a set of 28 criteria developed by the TTCSP.

Speaking at the launch, ESCAP Deputy Executive Secretary Mr. Hongjoo Hahm underscored “why think tanks matter” for the region, while ESCAP Director of Trade, Investment and Innovation Mia Mikic presented the role of networks such as the ARTNeT Initiative in fostering cooperative research. ARTNeT is ranked 26 in the Report among the top 50 think tank network globally. Moreover, ARTNeT Secretariat is glad to announce that there are 14 ARTNeT institutional members, including four from least developed countries, as well as seven partners are ranked as top think tanks in the Report. ARTNeT is looking forward to establish and deepen the partnership with our members, partners, collaborators and general public for creating more positive impacts in the region.

ARTNeT bookshelf: Innovation, structural change, and inclusion - A cross country PVAR analysis [https://www.sussex.ac.uk/webteam/gateway/file.php?name=2018-01-swps-saha-and-ciarli.pdf&site=25]

Structural change can be both, a cause or a consequence of innovation, while structural change and innovations are usually accompanied by short-term outcomes of social inclusion or exclusion. Inclusion may in turn have an impact on further innovations. Yet, the authors find little evidence in the literature on the three way relations between innovation, structural change and inclusion. This paper advances a first exercise in this direction. Given the multidimensionality of each (innovation, structural change, and inclusion), the authors extract the underlying unobserved common factor structure from various well-known macro indicators. With a structural vector auto regression (SVAR) model for a short panel of developing countries over 13 years, the authors find the following main results. First, the authors confirm the virtuous cycle between innovation and structural change, aligning with existing literature. Second, the strongest result is the positive effect of inclusion on both innovation and structural change, that suggests policy to improve inclusion beyond poverty and inequality. Third, on decomposing the innovation index (formal, firm-level and ICT), the authors find each related differently to both structural change and inclusion, that suggests specific policy roles in their influence on inclusion and structural change.
